How DPHI Leveraged Microsoft Fabric to Modernise Data Operations
Transforming Crown Land asset management for NSW Department of Planning, Housing and Infrastructure
About NSW Department of Planning, Housing and Infrastructure
The NSW Department of Planning, Housing and Infrastructure manages Crown land covering around 38% of New South Wales, including parks, reserves, roads, and public infrastructure that support communities across the state. Operating at this scale requires timely, trusted, and integrated data to support emergency response, infrastructure planning, and transparent reporting. However, asset, spatial, and financial data was fragmented across multiple systems, limiting the department’s ability to make fast, confident decisions.
The Challenge

Managing 38% of the state with fragmented data.

The department is responsible for managing and reporting on Crown land as part of the NSW Government’s long term Crown Land 2031 strategy.

In practice, asset and financial data was spread across multiple systems and heavily reliant on manual processes and spreadsheets. Critical information such as asset condition, age and maintenance costs was time consuming to compile and often inconsistent between teams.

As a result, the department faced real operational constraints.

  • Emergency and disaster impact assessments could take weeks
  • Long-term maintenance and replacement forecasting was difficult and unreliable
  • Funding and investment planning was constrained by fragmented data
  • Different teams frequently produced conflicting reports

The department needed a single, authoritative data platform capable of integrating spatial, asset and financial information and supporting decision-making at a statewide scale.

Client Testimonial
“What started as a need to improve asset management evolved into a major data project. Agile Insights guided us through the journey, consolidating data from six different systems, structuring the data so it can be used and reused, and enabling reporting and insights for very different needs across the department.”

Director, Spatial and Data

Our Solution

A unified data foundation for Crown land.

Agile Insights partnered with the department to design and implement a centralised, governed data platform that consolidates Crown land information from six major source systems into a single operational environment.

Rather than delivering a reporting layer, the program established a high-quality, interoperable data foundation capable of supporting:

  • Operational asset management
  • Financial forecasting and lifecycle planning
  • Regulatory and executive reporting
  • Future analytics and AI use cases

A defining capability of the platform is the integration of spatial asset data with financial and operational information, enabling a complete view of land assets, including location, boundaries, condition, cost and lifecycle.

The delivery was structured in phases to align with government budgeting and approval cycles, while still providing early operational value.

Why It Worked

Agile Insights partnered with the department to design and implement a centralised, governed data platform that unifies Crown land information from six major systems into a single operational environment.

Rather than simply adding a reporting layer, the program established a high-quality, interoperable data foundation capable of supporting:

  • Operational asset management
  • Financial forecasting and lifecycle planning
  • Regulatory and executive reporting
  • Future analytics and AI initiatives

A defining strength of the platform is its ability to integrate spatial asset data with financial and operational information, giving the department a complete view of each land asset, its location, boundaries, condition, cost and lifecycle.

Delivery was structured in phases to align with government budgeting and approval cycles, while still providing early operational value and building confidence across stakeholders.

The Impact

This was far more than a technology uplift. It was a multi-stakeholder transformation involving operational teams, data specialists and enterprise IT, all working within the realities of government funding cycles and delivery constraints.

The platform needed to support both day-to-day operations and long-term financial planning, integrate spatial and non-spatial data, and embed governance from the outset so it could safely scale across the organisation.

Getting this right mattered. The quality and timeliness of asset information directly influence emergency response, infrastructure investment and community outcomes.

Today, the department has faster access to trusted data, clearer insights, and a stronger foundation for statewide decision making. The platform has already demonstrated real operational and strategic impact, and now serves as a blueprint for future data, analytics and AI initiatives across the organisation.
